What is The UAE Estate Vault?

A private investment ecosystem designed for discerning UAE real estate capital, providing real-time economic intelligence and exclusive architectural assets.

Can foreigners buy property in Dubai?

Yes. Foreign nationals can purchase freehold property in Dubai in designated freehold zones — areas where the government has granted unrestricted ownership rights to non-UAE nationals. This right was formally established by Law No. 7 of 2006 and covers the majority of Dubai's prime residential areas. There is no restriction on nationality, no minimum investment requirement for ownership (though AED 2M is required for Golden Visa eligibility), and no requirement to be a UAE resident to complete a purchase.

What is a freehold zone and which areas qualify?

A freehold zone in Dubai is a designated area where non-UAE nationals can own residential property in perpetuity — the same ownership rights as a UAE national. Key freehold Dubai zones relevant to luxury real estate include Palm Jumeirah, Jumeirah Bay Island, Downtown Dubai, Business Bay, DIFC, Dubai Marina, Dubai Hills Estate, Emirates Hills, Sobha Hartland, and Bluewaters Island. Outside freehold zones, foreign nationals can typically only access 99-year leasehold arrangements, which do not confer the same ownership rights and do not qualify for the Golden Visa.

What are the total costs involved in purchasing a property in Dubai (beyond the purchase price)?

The principal costs are: DLD transfer fee at 4% of the purchase price (the largest cost); agency commission at 2%; DLD admin and title deed fee of approximately AED 580; NOC fee from the developer (AED 500–5,000, typically paid by the seller); and trustee office fees of AED 2,000–4,000. For mortgage-financed purchases, add 0.25% of the loan amount for mortgage registration plus the bank's arrangement fee. The all-in transaction cost for a cash buyer is typically 6–6.5% above the purchase price. For a full breakdown, see our detailed cost guide.

What is the DLD transfer fee and who pays it?

The Dubai Land Department transfer fee is 4% of the purchase price, levied by the government on all residential property transactions in Dubai. By market convention, this is paid by the buyer — though on high-value off-market transactions it is occasionally negotiated as a shared cost. The fee is paid at the DLD transfer appointment via manager's cheque, simultaneously with the balance of the purchase price. It is non-waivable and applies to all freehold Dubai property transactions regardless of buyer nationality.

Do I need to be a UAE resident to buy property in Dubai?

No. Non-residents can purchase freehold property in Dubai without any prior connection to the UAE. The purchase process is accessible to international buyers who have never visited the country, though attending the DLD transfer in person (or via Power of Attorney) is required. The purchase itself can actually then grant you UAE residency — through the Golden Visa programme for properties above AED 2M — making Dubai property a route to residency rather than residency being a prerequisite.

Can I get a mortgage in Dubai as a non-resident?

Yes, though non-resident mortgages in Dubai are subject to stricter LTV limits. UAE residents can typically borrow up to 80% LTV on their first property; non-residents are generally limited to 75% LTV. UAE banks offering non-resident mortgages include Emirates NBD, ADCB, and Mashreq. Interest rates are linked to EIBOR and typically range from 4–6% per annum depending on term and applicant profile. For ultra-prime property above AED 20M, cash transactions are the significant majority — both because mortgage proceeds rarely match the ticket size and because cash buyers have a structural advantage in off-market negotiations.

What is an NOC and when do I need one?

A No Objection Certificate (NOC) is a document issued by the property's original developer confirming that all service charges are paid, there are no outstanding disputes, and the developer has no objection to the property being transferred to a new owner. It is required for all secondary market (resale) transactions in Dubai — without it, the DLD will not process the title transfer. NOC issuance typically takes 5–15 business days and costs between AED 500 and AED 5,000 depending on the developer. The seller is responsible for obtaining the NOC, but an experienced broker will initiate this process early to avoid delays.

How long does a property transaction take to complete in Dubai?

A straightforward cash purchase of a ready property (secondary market, no mortgage) can complete in as little as 2–3 weeks from signed MOU to title transfer, provided the NOC is obtained promptly. Mortgage-financed transactions typically take 6–10 weeks due to bank processing time. Off-plan purchases complete on the developer's handover schedule, which can range from immediate (nearly complete projects) to 3–5 years for early-stage launches. For off-market luxury real estate Dubai transactions, The Vault typically targets completion within 4–6 weeks.

What is a pocket listing or off-market property?

A pocket listing — also called an off-market property — is a property that is available for sale but not publicly advertised on portals such as Bayut or Property Finder. The seller has chosen to market the asset quietly through a vetted broker network, reaching only pre-qualified buyers. In Dubai's ultra-prime segment, off-market deals account for a disproportionate share of the most significant transactions — assets above AED 30M very frequently change hands without any public listing.

Why would a seller choose not to list publicly?

High-net-worth sellers of significant property typically avoid public listings for three reasons: privacy (a public listing discloses personal wealth and lifestyle); pricing integrity (a listing that sits unsold loses negotiating leverage); and buyer quality (off-market processes front-load qualification, ensuring only serious, capitalised buyers engage). Estate distributions, divorce settlements, and corporate portfolio reductions are also frequently handled off-market to avoid public scrutiny.

How do I access off-market listings through The Vault?

Access to The Vault's pocket listings is granted after identity verification. Submit your details via the Request Access form — you will receive immediate session access to current listing details including pricing, property metrics, and investment data. Josh Adebayo will follow up directly to understand your acquisition objectives and match you to relevant off-market Dubai opportunities that may not yet be presented in The Vault's active inventory.

Are off-market properties cheaper than listed properties?

Not systematically. Off-market properties trade at fair market value, determined by DLD comparable data and independent valuations. The advantage for the buyer is access — not price. In some cases, motivated sellers in off-market processes are willing to accept terms slightly below peak market value in exchange for speed, certainty, and discretion. But the primary value of off-market access is seeing inventory that other buyers never knew existed.

What submarkets does The Vault cover?

The Vault's primary focus is Dubai's ultra-prime residential submarkets: Jumeirah Bay Island, Palm Jumeirah, Emirates Hills, Downtown Dubai, DIFC, Bluewaters Island, and Sobha Hartland. We also cover select Abu Dhabi opportunities — principally Saadiyat Island — and occasionally represent sellers in secondary luxury markets including Dubai Hills Estate and Business Bay where assets are of a sufficiently distinctive calibre.

How do I know the pricing is market-accurate and not inflated?

All pricing on The Vault's listings is anchored to DLD transaction data, ValuStrat independent valuations, and Property Monitor comparable analysis. Josh Adebayo has a professional obligation under RERA regulations (BRN #67701) to represent pricing accurately. The Vault's model depends on long-term principal relationships — it has no incentive to inflate pricing and every incentive to ensure that buyers who transact through it feel they acquired at fair value.

Can I buy Dubai property from overseas without visiting?

Yes. The purchase process can be completed remotely through a Power of Attorney (PoA) granted to a UAE-based representative — typically a lawyer or trusted agent — who attends the DLD transfer on your behalf. Document verification, MOU signing, and fund transfers can all be completed remotely. Many of The Vault's international clients complete transactions without visiting Dubai until after they have taken title. A physical visit is, however, recommended for significant purchases — and Josh Adebayo is available to conduct accompanied property viewings for qualified principals visiting Dubai.

What currencies are accepted, and can I pay in crypto or wire transfer?

All DLD transactions are denominated in UAE Dirhams (AED), which is pegged to the USD at AED 3.6725. International buyers typically fund purchases via international bank wire in USD, EUR, GBP, or other major currencies, converted to AED at the prevailing rate on transfer. Crypto payments are not directly accepted by the DLD or UAE banks for property purchases — however, some developers and private sellers are willing to accept stablecoin or Bitcoin transfers with immediate conversion to AED, which should be documented carefully to comply with UAE AML regulations.

Will purchasing property in Dubai give me a visa?

Yes, for qualifying purchases. The UAE Golden Visa is available to buyers of freehold Dubai property with a purchase price of AED 2M or above. The visa is valid for 10 years, renewable, and extends to immediate family members. It does not require a minimum stay period. A standard 2-year investor visa is also available for lower-value property purchases. Neither visa provides the right to work in the UAE — that requires a separate employment or business setup structure.

What are the Golden Visa thresholds for property investment?

The primary Golden Visa threshold for property investment is AED 2,000,000. The property must be fully completed (not off-plan), freehold, and registered in the applicant's personal name. Multiple properties can be combined to meet the AED 2M threshold. There is no upper limit — a AED 100M villa qualifies on the same basis as a AED 2M apartment. The 10-year Golden Visa is the only residency class conferred through property — there is no longer a 5-year investor visa linked to real estate.

How is property ownership protected legally in Dubai?

Freehold property in Dubai is protected under UAE federal law and Dubai's Law No. 7 of 2006. Title is registered digitally with the Dubai Land Department, creating an unambiguous public record of ownership. The DLD's digital title deed (e-title deed) is legally equivalent to the original. RERA regulates brokers, developers, and the transaction process. UAE courts enforce property rights consistently, and the legal framework is materially more efficient and predictable than many Western European jurisdictions for residential property disputes.

Is Dubai real estate a good investment for international capital?

The fundamentals are strong: zero capital gains tax, zero income tax on rental receipts, prime submarket yields of 5–8%, consistent population growth driven by business immigration, a government with a track record of infrastructure investment, and the structural advantage of a fixed USD peg eliminating currency risk for dollar-denominated capital. Prime Dubai submarkets have compounded at 15–30% per annum since 2021. However, all real estate investment carries risk — the 2014–2020 correction demonstrated that Dubai is not immune to market cycles. The Vault advises qualified principals with a 5–10 year horizon.

What taxes apply to property ownership in Dubai?

There is no annual property tax, capital gains tax, inheritance tax, or income tax on rental receipts in Dubai. The only tax-adjacent costs are: the 4% DLD transfer fee at purchase (a one-time transaction cost, not an ongoing levy), annual service charges (a facility management fee, not a government tax), and VAT at 5% on commercial property — residential property is VAT-exempt. This tax environment is a primary driver of international capital flows into Dubai luxury real estate.

Who is Josh Adebayo and what is The Vault?

Josh Adebayo is a Senior Broker at Phoenix Homes Real Estate Brokers LLC (BRN #67701, ORN #26497), a RERA-licensed brokerage based in Dubai. He has over a decade of experience across financial markets and real estate, spanning London and the UAE, with a specialist focus on ultra-luxury residential sales, off-market Dubai transactions, and family office mandates. The Vault is the private intelligence platform through which Josh presents vetted pocket listings and institutional-grade market data exclusively to verified principals.

Is The Vault a licensed brokerage?

Yes. The Vault operates under Phoenix Homes Real Estate Brokers LLC, a RERA-regulated brokerage (ORN #26497) based in Dubai. Josh Adebayo holds BRN #67701, issued by the Real Estate Regulatory Agency. All transactions facilitated through The Vault are conducted in compliance with RERA regulations governing agency practice in Dubai, including Form A (seller mandates), Form B (buyer representation), and Form F (MOU).

What does it cost to use The Vault's services as a buyer?

Buyer representation through The Vault is structured on a 2% commission basis — the RERA standard — payable on successful completion of a transaction. There is no retainer, no search fee, and no upfront cost for accessing The Vault's pocket listings or market intelligence. In certain off-market situations where Josh represents both buyer and seller, the commission structure is disclosed and agreed in writing by both parties before any negotiation commences.

How is The Vault different from a standard estate agency?

Standard estate agencies in Dubai operate volume-based models — maximising the number of listings on public portals to generate lead flow. The Vault does not list publicly, does not take every instruction, and does not operate on volume. It is a curated, relationship-driven practice focused on a narrow universe of ultra-prime assets and qualified principals. Every listing in The Vault is there because the seller specifically authorised private presentation. Every buyer who accesses it is verified. The model rewards discretion and depth over breadth.

How do I submit an enquiry and what happens next?

You can submit an enquiry through the Request Access form on The Vault's homepage, or contact Josh directly via WhatsApp (+971 58 594 7121) or email (joshua@phoenixhomes.ae). Upon receipt, Josh will respond within 24 hours to understand your acquisition objectives, budget parameters, and timeline. If there is an active pocket listing that matches, you will receive a full private brief. If not, you will be added to a priority notification list and contacted as soon as relevant off-market Dubai inventory becomes available.

Is my personal information kept confidential?

Absolutely. Discretion is the foundational operating principle of The Vault. Personal details submitted through the access request form are used solely to verify identity and facilitate introductions. They are never shared with third parties, listed on marketing databases, or used for unsolicited outreach. The same standard of confidentiality is applied to seller information — the identities of The Vault's clients, on both sides of a transaction, are protected throughout the process and after completion.
